Major floods on the rivers Seine and Essonne

In this scenario we have two simultaneous major floods on the rivers Seine and Essonne during 12 hours.

Systemic impacts on the lines of communication and electrical grid



The electrical grid has degraded by 80% and communication lines north and south respectively by 75% and 70%. Electricity was cut off a few hours before the arrival of the water in the city. Roads north of the city were cut off one hour after the flood and southern - four hours later.
Due to anticipation carried out by Overmind jointly with the security services of the city, the responses to the crisis (preparation, immediate response and recovery) have been adapted and intensity of degradation was reduced.

Systemic impacts on the power grid, heating, fuel, street lighting and cold chain



Networks have severely degraded in time. There is no more fuel, heating does not work any more, the cold chain has been broken and there is no street lighting. The catastrophic consequences for the population and social stress are enormous.

Systemic impacts on evacuation of residents, vulnerable persons and schools



A few hours after rising of water levels it becomes necessary to evacuate the residents of the neighborhoods that are affected. Again we find that anticipation can improve response time. Fewer people must be evacuated and social stress is reduced.

Two industrial areas have degraded with different intensities and losses were reduced due to measures taken in time.

Systemic impacts on social and economic stress, infrastructure and organizations



On a scale of 1 to 10 economic stress is very high and has reached level 7, organizational capacity is very seriously affected and organizational stress reached level 6, social stress is at level 5 and stress of infrastructure – at level 3.
After adequate responses all stress was significantly reduced.
